Hải Phòng is both the tail of the northern cement chain (Vicem Hải Phòng, ChinFon) and an import port for clinker and cement. Port access keeps local cement 2–4% cheaper than inland northern markets.
Typhoon season overlaps with the northern 'nồm' dampness — dry windows are shorter than in Hanoi. Red-River black sand barged to Hải Phòng is cheapest May–Jul.
