Deep winter cold with hoarfrost in upland districts (Sìn Hồ, Tam Đường); concrete cures slowly below 10°C, forcing the use of additives or halting pours.
Residential construction is small-scale, mostly grade-4 and 2-storey houses. Hydropower and transport infrastructure drive most heavy-material demand.
Concentrated around Lai Châu city on Route QL12 — few dealers, with VLXD prices typically 15–25% above the lowlands due to freight.
Cement and rebar are mostly trucked in from Phú Thọ and Tuyên Quang via Route QL32; long lead times and rainy-season landslides regularly disrupt supply.
Order materials well before the rains (May–Sep) to avoid supply gaps; the dry season (Nov–Apr) is the most stable build window.
